he's a guy I know if he sees a girl with boobs out of her top, he would stare at her I confronted him about this And he replied "because its a random chick on the street, you're my girlfriend, I want guys to respect you" Wtf?

He doesn't want other guys doing to you what he does to other girls. He doesn't want them focusing on your tits and objectifying you. It's a stupid impulse really, to be that insecure. If other guys like how you look then I'd see that as a compliment if I were him. I'd also be secure that I was your choice, not these random other guys in the street. If they were your preferred choice then you'd be free to be with them.
You're clearly attractive and he scared that other guys will notice. He sounds like the overprotective type, surely that's not the only thing that he does to in someway "hide you" from the eyes of other men. If it's annoying you should tell him to stop because it's really your decision what you wear. Personally I think it's kind of cute that he cares.
He's just insecure, he doesn't want some other guy to hit on you. It isn't really his place to say anything but he's doing it because he cares about you.
He is not jealous or insecure. There are those types of guys out there but this is not that.
It is pretty straight forward. He does not want other guys to check you out. He wants the sexy side of you only for him. He does not want other guys to enjoy the view and only he has access to it.
Other girls who display their assets are nobody to him. So he does not care. However, as you are in a relationship with him, he wants you to only be his.
He is quick to get jealous. He doesn't want you to show your cleavage so guys wouldn't stare. The same respect for you should be shown, he shouldn't stare at others.
