umm, tricky question, but i'll try my best, while both are similar, presenting themselves as "nice guys", but still they are different groups.
Simps are what we used to call white knights, you know, the guy who try to present themselves as a gentlement, who would throw themselves to the ground and have a woman walk over them so she doesn't step on a puddle, granted, this is a bit of a exageration, but the most common form you see is on social media where guys will jump to defend any random girl, no matter how on the wrong she is.
Incels on the other hand is a term that has been muddle and twisted to serve as a new boogieman, basically it used to describe guys who weren't able to score with the women, for any variety of reasons, this is why they are called INvoluntary CELivate, but there are behaviours that saddly are very common in the people who are described like this, witch is the bitternes over their romantic situation, or putting they lack of success on the opposite gender no wanting to "look pass the surface" witch sometimes might be true, but in other cases is a statement that comes from lack of self awarenes over their own faults.
Mind you, this is not something that applies only to men, is just most noticed on men

Incel is short for "involuntary celibate" meaning they definitely aren't gonna get laid. And then they usually express their sexual frustrations in sexist and sometimes voilent and rapey-sounding internet essays that their fellow incels have a circle jerk to.

Incel is short for "involuntarily celibate", and refers to a certain subset of men who can't get a woman to sleep with them and aren't willing to lower their standards enough to change that. This term could apply to women as well, but for some reason it's only used to describe men, and there only men who complain about it.

A simp is basically a man who puts a particular woman, or women in general, on a pedestal. In his mind, women can do no wrong. A simp will do anything to please the woman and keep her happy and will never disagree with her or say no to her.
An Incel, or Involuntarily celibate man, can be a man who has never been with a woman and can't get a woman however hard he tries---or so he believes. The situation may embitter him against the opposite sex and even cause him to act violently against same.
Ultimately, many simps will end up turning Incel through disillusionment. -

he will go out of his way to defend her even when she is in wrong, put her on pedestal. Example she cheats on him with 20 men and his father and he doesn't blames her at all but blames himself. You get the idea. Basically a pathetic guy who will die for a little validation from a woman.
incel is the guy who is Involuntary celibate. He is so low on dating marketplace no girl/woman would want him at all. He wants a girl but no girl on the world would want him, none. He usually has nothign going for him, no money no looks nothing. Often very socially awkward or has minor mental disorders such is social anxiety or GAD that makes it harder for him to even try to find a girlfriend. They are often very bitter, depressed and negative but not all i suppose.
