My girlfriend didn’t wish me a happy birthday yesterday.. she knew it was my birthday and she wasn’t busy too! what is this supposed to mean?

Four possible scenarios.

1. She forgot despite knowing it was
2. She was busy and was not able to call/text you
3. Something was going on and she failed to make this all important call to you
4. Christmas being so close and you being 20, she is organizing a super party for you

Whatever the cause, communication is the only way to find out. If you communicate, you don't usually have problems. Call her up and say something like

"I missed that you did not call me yesterday to wish me happy birthday".

Don't ask for excuses or explanations. If she is sincere, they will come automatically.

Don’t read too much into it I have family who can never remember when my birthday is same as my partner he never remembers when my birthday is but I forgive him because he also forgets when his own birthday is and he also forgets his own parents and his best friend of 18 years birthday

Most likely, she just forgot, and will be embarrassed when you tell her. It's best to not assume the worst, especially if you don't have a good reason to.
