Honestly, it's likely. The reason why I say this so confidently is because I have done this before. I would make up excuses like how I was so busy with school work or home life. I didn't want to hurt their feelings, so I just avoided saying that I didn't have feelings for him.

Find someone who isn't too busy for you, and can make the time to grow and develop a beautiful relationship. This person doesn't sound like they are capable of doing that with you.
