What does it mean when a guy skips plans with you yet decides to text you?

Him and I went out to eat once (I initiated, but he paid and told me not to pay). I told him I will treat next time and made plans. He said he will get back to me if that specific time is fine with him. He never came back to me and only talks about other things with me.

Easy, believe me if a guy wanted to go hangout with a girl specially when it's clear she is interested too, he would make a move to hangout again. There is always the possibility he can't soon like too busy but i think its more likely if he is purposefully not bringing it up, its on purpose, well unless he forgot in which case he wasn't that interested if he could forget it i would think. I have been in that situation where I liked texting a girl but wasn't interested in hanging in person and i recommend if you like him keep texting and every now and then propose a hangout or date, eventually if might change his mind and be like you know what yeah lets do it. That is how i found I actually liked hanging out with that girl after all.
