We're not in control of our feelings... we are in control of our actions. In other words, the falling in love just comes naturally and isn't within our control. Maintaining and nurturing a relationship is totally within our control. If we don't take action, even strong emotions often fade in time.

I think it could be both, but I'd say that in most cases it just happens since people don't really notice what happens to them, but see what is happening to others.
