I think it would be best to first initiate casual interactions so she can get to know you and your personality. Once she feels comfortable she'll probably be more susceptible to hanging out with you. From then you could slowly start including flirty banter in your conversations

Well I’ve gotten her number and do text her. But she never really addresses the things that I say and also blue ticked me... so I stopped texting her for awhile. I also asked her out for dinner but she wanted a mutual guy friend to come along which ended up not happening.

This is what got me thinking that she probably isn’t interested in me, neither does she ever ask me any personal questions about myself.
