Is it considered disrespectful if you're being very sloppy-dressed for a audio-only call?

I wonder should it be considered a disrespectful behavior?

Also, we need to take note that being sloppy-dressed means different for different kinds of meetings. For instance, if talking to for a formal conversation, even relatively small lack of attention can be considered disrespectful, while for a conversation with a friend, the tolerance is much greater.

So how would you perceive such behavior? For example, would you be offended if you are a HR manager and you somehow got to know that the interviewee for a job was only wearing short pants and no shirts for the phone interview? Or if you're a female and somehow got to know a male friend was being naked while talking to you, would you be offended?
