Exactly what it sounds like: he's not attracted to you romantically, or enough to want a relationship, but likes you physically to where he thinks you're attractive enough to sleep with. Basically he just wants you for sex and nothing else.

Rather than try and analyze why he doesn't want to date you, I'd take that as a sign not to deal with him. He's not going to change his mind or how he feels about you, so find a guy that does want a relationship instead.
