When they're like family to you and you know the love is sincere and they also start seeing you as family and I also, personally, would add that your families know each other.
You don't have to be married for that, you also don't marry your friends and some of them can become family too

I believe it's when you love them enough that you consider them family. I've got friends that I'm close enough to call family, doesn't mean i have to marry them in order to legitimise that. Same would apply for a partner.

When you get married they legally become family. Some families accept them before hand. With my wife and I our families accepted us into the family after 2 years of dating.

it comes long after the wedding day. when both individuals start having children. they will finally see each other less as lovers but more as family. its very hard to treat your lover as your family until the kids come.

Im not sure if i could say “At i love you” because that could happen anywhere between month 1 and 3. But i’ll say if he makes it to the 6 month marks, he's certainly before them. I’ve been guilty of putting them before fam way before that but i’d say 6+ feels right
