My girlfriend told me she wants to be submissive and me to be dominant. However every time I do that she tells me she doesn't feel heard or I controlled the situation.

I'd say then tell her to just speak up and that your just doing what she said to do and thats be dominant. If she wants to say something then say it out loud. You are always gonna be open ears with her and are gonna be there to take the blows if she needs to get something off her chest. Even if it maybe stings in the moment to hear its better you both make it work than it to build up like some over inflated chewing gum balloon.
