Have you seen the marriage statistics lately? Nowadays marriage is basically a death sentence to a relationship, plus all the stigmas that come with the possibility of divorce, aka the man losing half his stuff. If everything is going right and he’s treating you good and shows no signs of stopping providing that then why is a piece of paper so important? Honestly I have zero want to get married ever, but that doesn’t mean I don’t intend to be with my significant other for the rest of my life and that could be exactly how he feels.

If you're 21, he's probably around your age as well and most likely he's not sorted in his life yet. That could be perhaps why he's not thinking of it. But, I'm just assuming. Correct me if I'm wrong.
So, if there's nothing like what I said above, he's not serious or doesn't have the confidence to step into marriage at this point.
