How inconsiderate is he?

I often text my boyfriend of 4 years late at night a few hearts or something just because and I try to keep the passion romance going.

I never hear back, hardly ever. Maybe he's sleeping I don't know. I do hear back 50% of the time the next day anytime before 12.

The rest of the time i don't hear back until after 5pm the next day he states he's swamped at work which he is.

He's a non romantic no affectionate guy so if I don't do things like this he feels more like a friend then a boyfriend.

He occasionally buy flowers, I have lots of jewelry, and so on but without daily romantic gestures it feels so brotherly lol.

I hate texting and if your my girlfriend, I would probably tell you to cut down a lot. I don't think he is inconsiderate because he does text you sometimes.

However he will only be inconsiderate, if he was not to respond to a text that was important to you, or information you need to know.

Just simple love bomb messages, should not require a respond, but it wouldn't hurt to respond on occassions like he does. Responding 50%, he is doing well in my book as I am not a texter either.
