Playing 100%.. Had a guy almost say the exact same shit, word for word after he lead me on for months beforehand saying he loves me everyday.. Always know if guy actually liked you and wanted you they wouldn't do his bullshit. Especially not replying for days and letting you "leave on your own but still putting the bullshit in your head that they care about you". The reason they say that shit is so that they aren't the bad guy when you realize he is just playing you.. because he told you and didn't lead you on, you chose to stay yourself, so its your own fault.
Block him and leave him in the dust! Go find a guy who is willing to commit. A guy who actually cares and loves you, would never just tell you to go he would fight for you.

Liking you vs being available to pursue something romantic are two entirely different things. Just as a guy can find you attractive, flirt with you, etc yet not necessarily be interested in doing anything beyond that.

From what I’m reading, he’s apologetic about his behavior, he even apologized for leading you on and tried explaining why this can’t go anywhere right now. If you want to purposely misconstrue what he’s telling you as to keep talking to him then that’s your prerogative, but when you see this isn’t going anywhere then you won’t be able to blame it on him lying or giving you the wrong idea.
