We are both almost 20 and have been dating for 3 years. He would always leave our hangouts early because he always has to help is mom 24/7. Last valentine’s Day I put in so much effort and money into making the basement of my house look pretty and cooked us food. Just for him to get a call from his mom and him needing to leave even tho he was there for 1 hour. This year his mom was like “you need to take your grandma to her appointment, that’s her valentines gift to you” and she looked at me while she said it. He can never just say no, I have plans with my girlfriend.

This is wrong he needs to change his behavior you are not at least an equal priority than the relationship is already dead. If he can't stand up to her, you're going to be dealing with this until she's dead unless he stands up. This is a case where he either needs to grow a pair or you should leave him. The mother is clearly doing everything in her power to sabotage your relationship if he won't do anything to stop such a spiteful bitch he's not good enough to date for anyone.
