Jealous or he really loves me?

So been with this guy for few years then I stepped back messaging him that I can't continue as his family was an issue which he never addressed with me. after 6 months he messages me... these messages are normal hi and hello. Then he says he wants to meet me since he will be in the country ( we had a long distance relationship) and said he had to say something. I met him he says nothing such about us but we kissed and had a normal chat. He goes keeps on messaging me and says nothing about our relationship or where it was going. He comes again and this time I dont go to meet him. He gets offended and stops messaging me again. Then I decide to move on in life since there was no commitment or assurance from him that what he actually wanted. My family selects a guy from the same country and I agree to settle down with him. Wen m about to fly off to this guy... on my birthday he starts messaging again n says his in my country and wants to meet me. i go to meet him just to tell him that m moving on in life coz I just dont know what he wants from me or life. That day he opens up and says he still loves me. I dont reply and leave him there saying nothing coz now I was confused. I call him later and told him everything and the decision I took in his absence. Now he wants me to still see him coz we both love each other and its just we both were late in expressing ourselves esp him coz he was giving me mixed signals. Now I am in his country living with the other guy. I still love him though and I want to be with him and now he is willing to do everything for me. Is he saying so coz he knows he will loose me forever and doesn't want that to happen or is he just jealous and wants to keep me away from this guy. what should I do?
