You can date whenever you feel you're ready. But the only way to learn about romance is through experiencing it (and maybe watching movies here and there).

Yes for many people. I didn't enter one until my 30s and I'm glad I waited because I went in with way more maturity and security than I did than when I was in my 20s.

Not saying that this applies to everyone. Some people can form romantic relationships early on and make it work but it's more rare that it does end up working out especially in today's society.
