Will someone ever change their ways around people who encourage their behavior?

If someone owns up to the fact that they have messed up, and say they know that they were wrong but keeps doing the same stuff again knowing it's wrong because the people in their life encourages that behavior and does the same kind of thing, will they ever fix their behavior or resent you for making them change if nobody else sees anything wrong with it but you.

My experiences tell me that what ever it is that is going on with them from the within will make them continue what they are doing until something else within them make them want to change for their own sake. My ex for example became an addict and to continue being one he of course surrounded himself with people that would be ok with this in contrast to me who was not. When it would get too far even for him or him thinking Im leaving he tried to get out of it but soon enough returned, as he too got deeper and deeper into it. I think some need to crash and burn until they make the decision die or fight but some are too weak, into it, that they die. I have a new dilemma these days as I can't understand why my partner would not respect my boundaries after our history of him saying or thinking a girl is just a friend, part of the group he's in only the girl crosses boundaries because it is visible to me she has feelings for him and she is in a place herself, chaos, that she does this. I thought going through this before would make him realize it is perfectly fine by me if he has friends that are female but not ok if a boundary is being crossed. The trouble is my boundaries are not his. Mine are mine because they are mine, because I at one point decided it to be my rules for me. But if cource another guy, like him, have ruled what is right by him, and so you end up on opposite sides of the fence. All I know is if someone truly change they change for themselves, within. It is not because of me, or others.

most people don't want to change and it's embedded in their culture.

the main reason people would change is because there is suffering/painful consequence. That could take a lifetime unless they recognize or rebel.
