It's an easy excuse, but we are all human aren't we? Stress is managed by finding an outlet... and when we work around others, it's easy to find someone else to give us the emotional support we need. We've read over and over how those in public spaces, bond with others around them including in this case body guard, co-workers, etc.. Sometimes teachers bond with students and even priests or ministers will have affairs or worse... they know the rules and the risks, and yet will cross the "thin red line"... because the strongest of forces is love, romance, connection, mating. Those drugs generated in our brain our powerful.

There is a real mess that can be created when this happens in a power relationship.

I personally don't think it is stress and emotional bonding but more a lack of being in control of your sexual hormones.

Everyone knows that dating a co-worker is an absolute no go yet a lot of people take that risk, knowing that there may be jealousies and favored treatments, mainly if the person that is being flirted with is a hierarchical superior.

Spending 8+ hours in a confined space with other coworkers is bound to turn sour at one time or another.

Any work contract should specifically rule out flirting, inappropriate behavior and sexual harassment at the workplace and punishment should be immediate employment termination for any attempt of doing so.

An employer hires you to work for the company, not to have romantic distractions.

you are very logical thinking. just wait til the chemistry gets going, your hormones say "time is up... get going". the script changes. Add lots of stress, it happens way more than it should.
One can see why old cultures isolated the females either physically or visually and they didn't mix when working. that's one solution. Western society took all the barriers down.
