Why hasn’t my boyfriend said “I love you” after 8 months of dating?

Met my boyfriend last year and I've moved into his place.. It's been about 8 months now. Neither of us has said 'I love you.' I'm really scared and I'm afraid he won't say it back. Wondering to myself, why hasn't he said it yet. His actions and care towards me shows me that he deoply cares and does love me.
