One basic thing is ego – it does not allow to admit these feelings in group of with friends and family, and because these emotions are socially labelled as "ugly". Admitting them requires acknowledging personal inadequacies like lack of confidence, personality and targeted success. As an alternative of exposing vulnerability, the ego hides these feelings to protect self-esteem. They are always willing to know what other person is talking about him, and try to analyse it as threats to self-esteem. These psychological factors drive this reluctant to accept that someone else has something better or is more attractive or has better personality. Ultimately this damage their self-image and lead to feelings of inferiority. In all cultures, jealousy is regarded as a petty, immature, and even shameful emotion. Publicly admitting to envy can cause a person to lose social acceptance, as it indirectly suggests a desire to bring others person down rather than improve oneself. When jealousy threatens the ego, it manifests as projection, hostility, and the dismissal of someone else's hard work. It is psychologically easier for them to label a successful person as "lucky" than to admit to wanting what they have. Admitting envy puts a person in a exposed position and as a result, they, prefer to distance themselves or quietly.

First, they'd have to know the difference.
Envy is over things. Jealousy is over people. If they know the difference, I don't think anyone would be at all afraid to admit to envy. Except, maybe a guy with an average dick being envious of a bigger dick on another guy.
Jealousy is a different story, in some situations.
