Why would he not want to be exclusive whenever he isn't seeing anyone else and hasn't so much as kissed anyone else since first kissing me? And he says he likes talking to me all the time... so what gives?

Maybe he doesn't want to put a title on it because that can intensify things. He still wants to be in the casual "getting to know you" phase without feeling pressured... which I think is pretty normal for guys... from my experience they don't want to make things official until they know exactly what a relationship with you would be like, which means they know you really well. How long have you been seeing each other?

He doesn't like you enough or see a future to give you that title. Even if he's not seeing anyone else right now, he wants to know he still could if he wanted or if someone better came along. He also doesn't want to put you in a place where you could potentially expect things out of him.
