I am a religious Muslim and disagree. Also hijabi women are EXTREMELY judgmental, hippocritical and snooby.
Also, according to several sects, the hijab is NOT a requirement but even those who think it is are not allowed to dictate how others live. "There is no compulsion in religion" and "to you be your religion and to me be mine" are parts of Islam they forget. That man you talked to is just shifting blame for his actions/stupidity onto others and using Islam as an excuse.
All this said, one thing you might want to keep in mind is, a lot of these men have never seen women in shorts/skirts/bikinis and they need to be educated about Western culture and respecting others the way they respect us.
I have seen nothing but respect here as I ask wait staff that there not be non-halal meat/alcohol in my food, one girl even went and asked her manager and possibly others and then found me in the food court to tell me after I decided to look elsewhere and in more upscale restaurants, they always remove the alcohol menu for us, a woman in Maine even warned us the fries are cooked in the same pan as pork. Seeing this, I have a ton of respect for the western culture and this "Muslim" man should too.

Absolutely, men should have control. And frankly I don't buy that any individual man /doesn't/ have control. The ones that rape /do/ have full control and have made the choice to do it.
At the same time, women /do/ have the freedom to choose how they dress, just like person who hikes in the deep woods has the freedom to choose how they dress. But, they should probably choose their gear based on their knowledge of the environment; boots because there'll be snakes biting at their ankles, or pants for the poison ivy brushing their legs, or a wide brim hat to keep the sun off. Dress for the environment. #notallmen, but certainly some of them, and until we figure out how to label them all, it is most advisable to put your own restraints on that particular freedom.
First, I really don't think this is a Muslim problem at all, and labeling it as one is idiotic and leaving out a key area of information.
Second, rape is illegal. No one is asking to be raped. They didn't CONSENT, that's the whole point. Women don't dress to be raped, and blaming it on their clothing is the equivelant of blaming the victim for the deeds of the murderer. Women also don't dress for the pleasure of men. They dress for themselves. You can not put the distraction of men on the shoulders of women. That perpetuates their status as second class citizens because their comfort and confidence is being forcibly sacrificed to allow men to focus.
Again, this isn't a Muslim problem AT ALL. This is a school dress code problem. This is a universal rape problem. This is an American problem.
I would like to vote but the options are all so specified "subjectively" I couldn't choose. I the real religion of Islam, yes, women should wear hijab (and mind you, hijab isn't just a "veil", you can search about hijab by yourself) and men should also cover himself with hijab. What I want to point out here is that if you guys criticize Islam because it's so oppressive to women, NO. Both women and men should wear hijab to cover their own "awrats", though the "awrats" of men and women are different.
