The sidecurls are called 'Payos.' Here is an explanation: the Jewish rule is that a man must not cut or trim his hair within a special facial region. The boundaries of this prohibited zone are on each side of the face - roughly between the middle of the ear and the eye, below a bone which runs horizontally across there. Many Orthodox Jews simply do not trim their sideburns above this line. Other Jews - primarily Hasidic ones - go further with this tradition. They do not trim or cut their hair here at all. Rather, they allow it to grow indefinitely. The result is long sidecurls that visibly extend downward
Hence, in some Jewish circles, men will allow the hair behind their ears grow and hang in curls. Having peyot is considered to be fulfilling a mitzvah (good deed).

I am not Jewish but he is an Hasidic Jew. Their doctrines require some hair not being cut.

Well they all wear a uniform plus a turban on their heads, the sunnis's uniform is different than the shiia uniform
