Ezekiel is a jewish prophet that lived in the babylonian empire after its conquest of judah and samaria would be conqueredby the assyrians. In the full passage he's describing fall of Judah (jews) and samara (samartians) of the divided kingdom of Israel describing them as sisters and Yahweh's daughters and how their sins caused them both to be punished by yahweh.

In the old testament many of the patriarchs practice polgamy, though it seems these other women are more concubines and servants than wives, there to bear children for them. Anyway there always seems to be trouble between wives and half siblings leading to tradedgy and kin strife. Solomon's many wives is partly the reason the kingdom was stripped from thr house of David.
