breastfeeding is so controversial for a couple of reasons:
if you're just letting it all "hang out", nudity will offend some and arouse others; yes it's natural, but do you want office Bob naturally scratching and digging in his private places? lol it's all about respect for the "audience"

It makes me extremely uncomfortable to see women breastfeed without a cover. I don't know why, even though I'm not looking it's just really weird to me and brings back a lot of uncomfortable memories.

It is awkward
I have nothing againts it being done either privatly or publicly but it makes me feel uncomfortable

The root of the problem is the sexualisation of female breasts , a mans chest and nipples are not and nor should a woman's thus it shouldn't be a problem. isn't a baby being fed of more importance than someone being offended by a nipple?

  I think you are totally wrong!! I've been at two restaurants, once with my cousin, and once on a date, and there was a woman openly breast feeding, no cover, and it didn't bother me at all!!
  I think that the lady I was dating wanted to see how I would react, especially since we were in a really GREAT, but TINY 'dive' place, with AMAZING BURGERS!!!
  The Mother was right next to me, and I was talking with my date, and I thought I saw her just pick up her baby girl, and then just pull out her left, and nurse!! REALLY? NEVER saw that before, but it was REALLY AMAZING!!
  I turned, just to see if I was really seeing what I was, and she smiled, and we started talking.
  Her husband was there and of course my date came over, and just adored the little one!!
  She actually asked me, 'Does this bother you?" and I was so, TOTALLY not expecting it, in a restaurant and she didn't cover, like I had seen before!
  Of course I didn't care!! Why would anyone? It's natural, normal!!

If women want to breastfeed in public, that's fine. I however don't like it and won't do it. I was not a fan of breastfeeding when I did it. Formula is the way to go for me.

A baby has to eat , I for one don't see a problem with breastfeeding.
Sure I love breasts but breastfeeding is completely different and I don't sexualize that because you're taking care of your child.
