It's more polite to talk to a person in a mature and respectful way than screaming in a immature way. Compliment or not, why it's a big deal is because it's a stranger who shouts instead of say it in a mature way. If the person wants to approach, why not talk properly to her/him? It's also common not being interested in strangers and it can give a creepy vibe.
