Like if you're not allowed to wear a motorcycle helmet, then you shouldn't be allowed to wear the face veil in that environment. I don't know how difficult it is to put on/take off, but I don't think that's unreasonable to require.
The article of clothing in itself is not threatening, but the ways in which it can be used can bypass normal recognition but also modern systems of security including facial recognition softwares designed to help crime. While it is a religious article, it is a religious article which directly prohibits westernized security and in a law enforcement. if we all had trackers implanted in us, then it wouldn't matter one bit since the government would still be able to figure out who did what.
I personally think that anything that completely covers your face is a barrier to natural human to human communication. So your top picture is a no, for me, but your second picture is passable.
