Depends what you want to say and how you say it. If you see a beautiful chick and you really want to "convey your deep appreciation for her beauty" or to trick to pick her up, do it. But do it with tact. I'm talking about beauty, there's no problems with that. Maybe in certain cases, you can even say you're hot. That's not harassment at all. people who say that's awful street harassment are feminazis, don't listen to them. street harassment isn't polite like this:"hey miss, you look really pretty, just wanted to say that".
Now unless a chick looks like she's really displaying, don't comment on how nice her butt is, or whatever. But you knew that likely, so yea.

I think polite comments are fine, the issue is when someone’s being rude or when they continue when it’s clear the comment isn’t appreciated

It's not really okay for them to comment directly at the girl. It's almost always harrasment to make an unrequested comment on a women's butt or boobs directly at her.

I know strong headed girls who LOVE being commented on on the street. I know a girl who is an attorney who got catcalled walking by... she loved it so much she went back for more... and she is very beautiful.
