Well it has a lot to do with the advent of mass-produced safety razors starting in the early 1900s which boys trying to look metropolitan could use. As more and more guys used them to shave regularly rather than having to have the barber do it for them, it just became more expected to have a clean face to fit in. Prior to the early 1900s, your only safe option was barber, and barber had a straight razor. Shaving with a straight razor can be a pleasant experience assuming the razor is sharp enough, but if it's not, it can tug at the hair on the chin and moustache a lot because the hair is thicker there, and doing it yourself is tough. So basically, the mass-ubiquity of ultra-sharp safety razors that any guy could own had a lot to do with it, I'm pretty sure, and largely changed male fashion.

Having a well kept beard back then was a sign of status as only the wealthy in the early 1800's could afford good quality hair cream and gel to style it. And to even be in a tux most days would have been an indicator too. Considering anyone in todays time can grow a beard and they no longer signal status indication, some have them, some don't. It's all just if you personally prefer it now or not.

because almost all men had bears back then rather than just those jumping on the hipster fashion band wagon like today. the nearest we see modern political figures try to address youth culture is they think they are down with the kids if they wear chinos
Changes in fashion and the fall of Communism. I don't think there's really anything deeper to it than that.
You know, I was just thinking about the same thing a few days ago and wonder why it fell out of fashion
