I do not think observing or breaking societal rules is a maturity marker because there are different dimensions of maturity. First, what is maturity? What type of maturity are we talking about? Biological? Emotional? Interactional or interpersonal? Informational?
It depends who made those rules.
If it is the police or the government they are rarely wrong.
Now if we are speaking of someone else making arbitrary rules, for example a company where management doesn't listen to their employees, it could be that those rules are better ignored.
