Depends on the person. Some people really do just want to Express themselves and their own style. They like what they like, and want to show themselves off to the world.
Some people do it because they are broken somehow. And need attention. It's a cry for love. it's a cry for something.
It just depends on the person.
I watched this show where women get makeovers with my mom.
Every girl with a crazy style was covering up what she hated about herself, that she felt she couldnt cover with "nornal" style. It's a very sad thing to see that people develop these alternative styles to cover up what they hate about themselves.
So yea it goes both ways.
"Expressing myself," so a pretty heavy dose of both.
Of the women I've known to do this... Let's just say they don't have much else going for them in terms of looks, and whether intentional or not, it serves as a distraction. It really doesn't help that most don't bother to maintain it properly (too much work) so even if it ever looked good to begin with, it looks like crap after a few days anyway. I'm also pretty sure that most of them weren't really interested in attracting men either...
To any women who don't want to fall into that category, do yourself a huge favor and just get a quality blue (or whatever color) wig.
What’s weird or bold to you is simply someone else’s self expression. As long as that self expression doesn’t cause harm to themselves or others, who cares? When we express ourselves, we may do it for ourselves or to get attention, usually a combination of Both. We all want to be appreciated for who we are and being who we are, through self expression, makes us happy.

Back when I used to dye my hair a lot, I was really just doing it for the aesthetic. I liked the way it made me look, usually a pastel or light color (except when I went cherry red and then black— those were dark times lmao). It wasn’t for attention, but it did make me feel beautiful and it was fun to switch things up.

Obviously attention.
A lot of what we do (outside our private lives) is for attention actually. Sometimes there's this weird stigma about trying to get attention (At least where I leave, there's even a special name for it here) but seeking attention isn't inherently bad, after all without it, we might as well be non existent.
Hair colour aside, a person might even go as far as being horrible on purpose for the sake of attention because just being good doesn't get them noticed.
They believe they are doing it to be "different".
The trouble is, once everyone is "different'", suddenly there is no uniqueness left in the change.
One possible exception - cosplay.
As far as I know, themselves... I'm sure some of them just want to be as flashy as possible, but most of the time it seems they just wanted a different color because they got bored of their natural color.
It's a sign of their rejection of traditional ideas/ways. It's one of the sings that someone isn't going to fit into a traditional relationship. A similar sign would be someone who is massively overweight and 'proud' of it.
For themselves, it’s great it shows individuality.
I do love wild hair and dyed.

I'm doing it for me. I've been cutting my own hair for years now and ran out of ideas for how to cut it differently so I've moved on to dyeing it
Mix of both. Some people are into the aesthetic and others are into the attention.
People who look like this are usually deeply troubled spiritually. It's a desperate cry for help and attention.
A little of both I like the looks and the balls to wear what they want no matter others say. Go for it.
