First of all, as I told an anonymous user, this Talbert Swan character is not a bishop in any sense of the word. He is not a member of the Catholic Church or any of the rites in union with Rome. He is a Pentecostal of some sort. Therefore, his orders are invalid and he does not have the right to be called a bishop.
