How many of you know when armed public citizens and police work together to take out a snipper?

Texas Tower shooting of 1966, also called University of Texas clock tower shooting, mass shooting in Austin, Texas, on August 1, 1966, in which Charles Whitman, a student and ex-Marine, fired down from the clock tower on the campus of the University of Texas, killing 14 people and wounding 31 others (one of whom died years later from complications related to his wounds). Earlier in the day, Whitman had killed his wife and mother. The incident was one of the worst mass murders in a public area in the history of the United States and the first to unfold “live” in the era of mass media.

You do realize that your story begins with a citizen with a gun killing 14 people and wounding 31 others, right? You gave the perfect example of why citizens should not have guns. If they didn't, no one would have died, no one would have been injured, and we wouldn't be having this conversation.

There was a lot of talk paying teachers a stipend for carrying a gun. Everyone thought it was a good idea until they factored in the additional insurance the school district would have to pay.

Explain to me how any citizens, not combat-trained snipers, could have stopped a combat-trained sniper from murdering that many people from that high in a clock tower. The commentary is bullshit. As a combat-trained sniper, I can tell you that, unless there is another combat-trained sniper, capable of taking me out from my high position, I could go on shooting until I ran out of ammo.
