If many Muslim women believe covering their hair is a personal choice, then why doesn't this practice exist in other cultures?

Sexual harassment exists across all cultures, and there are some places where kids will try to light your hair on fire, or people will randomly touch it. So under the above argument, ANY woman could in theory choose to wear a hijab to avoid such issues, yet they don't. This is only something that exists on a large scale in Islam.

I know some of you will mention Hindu women. Indian culture was influenced a lot by the Islamic occupation.

And I know there are some ultra radical sects of Judaism and Christianity that do it, but in general, you don't see Christian, Jewish or Buddhist women just walking around in the street with their hair covered.

So if you wanna make the argument that it's a personal choice, it's only a personal choice for MUSLIM women. It almost seems as if the Islamic religion sexualizes hair. Because I've never heard of any other group of women saying they cover their hair to be modest and avoid sexual harassment.
