Denting another car isn't necessarily a crime needing citation. Leaving damage you caused without informing them is. If it was 1 mph and no observable damage, you're fine. Just go. The guy would probably try to dump a new transmission cost in your lap.

No. Sometimes, the police might not even need to show up. It depends on how serious the accident is and how thick the traffic is.

Yes, the cops might want to cite you for some infraction like goin up a one way street the wrong way or parking in front of a hydrant.

It's up to the cop, I've seen major accidents with lots of damage and one driver clearly at fault but no ticket.
