While I fully support that becoming law, I doubt you'd see it much other than on the beach or private pools, and even then it would be the exception. It might eventually become normalized, but it definitely wouldn't be overnight.

Too many pervs in the world that will take pictures and share them around. Sexual harassment and assault will likely increase. I don’t see it happening. I think we’re too late in the human timeline for this too happen.

And, what will the end result be? Okay, pervs have pictures of your naked tits but, because everybody else is legally allowed to BE topless, nobody else that will see the pictures is gonna care. It'd be like trying to sell pictures of naked people at a nudist colony.
Well, if we're too late for it, why are there hundreds/thousands of nudist colonies al over the planet that still get thousands of guests? There's also still a number of cultures that ALWAYS run around naked.

It's been a law in New York since 1993 and the biggest reason nobody but a handful of people do it is because nobody's ever heard of it! If they ANNOUNCED it to the entire country (or, in that case, the entire city of New York), I'm sure a lot more people would be doing it.
