In most states it’s illegal. And, I live in the state with the highest Asian population. In my experience, Asian business owners don’t seem to think our labor laws apply to them. I have a Vietnamese former employer who owes me $4,000 in back pay for overcharging me for health insurance. The state department of labor investigator says he owes it, but doesn’t seem interested in doing any more than making an occasional phone call to get him to pay up.

Nope, that isn't legal in the US, it's actually a very big problem to mess with an employees salary in the US
