Should police allow a person a couple minutes to gather themself before getting arrested in some cases?

Was watching videos of people getting arrested and this cop happened to pull up on a guy who ran out of gas and was filling the car back up again when he got there.

Cop found out by chance that the man and the woman with him had what effectively were bench warents (which is basically when you get arrested for being too poor)

The man was being a baby but the cop goes up to the woman who never spoke to him and Id' her off a photo.

He didn't even let her have a cigarette before taking her away for a non violent crime she had no reason to expect being taken away for.

I just find that a little inhumane. That there's this expectation that someone can walk up to you and say "your freedom is about to be taken away from you" and the person is expected to without any hesitation, allow themselves to be incarcerated.
