If you think about it, talking to a group of students for example not every single one of those students is going to have a mom and dad. Some have just mom, some have just dad, some have two moms, some two dads, some are looked after by grandma and grandpa, some are in foster care, some are in blended families. So makes more sense to address them collectively and inclusively as "parents and caregivers"

Nobody is forcing anyone to be called otherwise. It's just when addressing a group of people.
