A lot of services deemed vital for society have restricted rights to strike. Traditionally this was weighed in costs of human life if they do. Might change soon.
Police around here have the right to strike but it is awkward in the sense that they are only allowed a slightly reduced attendance. It is rather inconvenient to hamper our most important functions ability to complain but also very understandable. If cops could strike freely, not only would the outcome be drastic but the leverage would also be overwhelming.

The same reason the military can't.
There is voted in legislation preventing them from it.
They can, however, ballot members for an unofficial strike. Which normally makes politicians shit themselves, and cave in to demands.
