How do you transform a corrupt, poor country into something like Dubai from a mud house nation?

Poor, corrupt and people live in mud houses. How can you change a nation if you where a president or a dictator wanting change?

It takes time and lots of sacrifice and moral courage.
Most people in my country want to leave. Latest survey 65% men want to leave for greener pastures. Despite this, I stay. I have sacrificed my dreams, my 20s and my dream of hot girls even just for the sake of getting people out of this corruption cycle.

We have a pyramid of corruption but I am doing one major thing at a time. I am doing what I can do best. I like to think I could buy 20 house in some Western countries if I had that safe environment but I stay because I know one day bossom of the earth the agriculture will make the country come to centre stage. As for people I can give you one example, my family has remained steadfast thanks to God and I intend to set things straight.
Our corruption is something like this. You have a corrupt official, e. g police you complaint to superior who will be even more corrupt and you complaint to judge who will be in league so you will have no where to go. So, you either pull the line and resist by delaying bribery or outright reject it and take the hardline. Your wife and children will suffer too because they won't have you to earn or (yeah you might say if she worked she will be better off such women leave there husbands in my country for easy life). So if you think it's that easy then sorry it is not.
And by rejecting bribe you simply do your part. If everyone starts doing it viola you are on the right track.

As for Dubai, they are not corrupt as much as Africa. They weren't to begin with. I saw there development model, they kept one thing in mind, they want to invest in shipping, ports and construction and ultimately as byproduct tourism.

Well, you need smart, driven people, and capital. Smart, driven people will propel a society forward, regardless of where they're placed. Smart, driven white people turned South Africa into a thriving nation until they let the black Africans take it over- and summarily turn it back to shi.

Many Arab countries had smart, driven people who utilized the limited national resources to advance the society, but without these people even a country as resource-rich as Africa will never develop anything sustainable, or impressive.

Actually I think your point on intelligence is spot on. Many white people are in general smart and there women are interestingly intelligent as opposed to the dumb blonde notion. I am not saying it made them personally rich but they made there countries practically heavens on Earth. So, we should never for what you're saying.

P. S. It is not racist when you say something about white people or black people. African colonies or Asian colonies were ruled for 50-60 years or even 100 years. If these nations were so smart why they didn't prosper after more than 60 years and still backward is proof that they are just not smart enough , corrupt people to the core and just whinny

My country was better looking than Dubai in 1960s but we didn't develop because we had clever and selfish people in our country 😡. Dubai was backwaters. Now in 1991 they hatched the plan and oil did help them but not as much has you think. Why Morroco, or Nigeria, or Tanzania are not developed like Dubai? You could help your rich friends get richer by cutting their taxes. And bailing them out when they gamble and lose. You could ignore the needs of the poor for health care and education.
