No all that would happen is those who already have money (usually criminals) would get richer and little would trickle down to the poor. Africa's best bet is to encourage foreign companies to set up there and then use the taxes to improve infrastructure and education. Some of these places also need to clean up their International image so they can negotiate better trade deals.
first need to Swap out the governments and dictators who are causing the poverty, for real representatives republic who need votes from voters. then democracy can work better than communism and hand outs.

They need resources they need investment from outside which brings them jobs.

A free market is the most important thing. To allow humans to freely trade with one another, means to allow them to grow in wealth and prosperity.

Education is a PRIVILEGE that wealthy nations have.
Nations who have liberalized their economies to have property rights and free markets are nations who can afford to educate their people.
Education does not come first. Freedom to trade comes first. Protection of the people's rights from coercion and force is the most fundamental thing a nation needs in order to become prosperous.

The same deal regarding countries, a few countries prosper from the exploitation of the rest of the world.
If countries in Africa and Asia would have the chance to use their rescources and adopt a capitalism like the USA, they would be a hige thread to NA and EU.
Just look at China, once it adopted the capitalism of the USA and EU, people are trembling in fear because China may treat them like NA and EU have treated every other country on earth since the industrial revolution

capitalism moved many poor to the newly generated middle class, some poor remain but less than the past. and many do not want to work causing "poverty by recklessness" not due to capitalism.

It has worked every single time a nation has freed up its markets. Those nations have experiences massive growth in wealth prosperity and raising the majority of their population out of poverty.

There is a lot of corruption in those countries. But even if it ended, they would not choose to liberalize their economies. They would implement some kind of socialism because they believe capitalism is the evil white devil's tool of control.
