Of course. I had friends who used to live in Dnipro. Thank God they have left and are in Germany now. There are now 21 nations investigating Russia for war crimes.

No. "Terrorist state" is almost an oxymoron since terrorists are by definition non-government actors. Committing atrocities against civilians to achieve political ends is also nothing new for Russia, so to designate them with a dubious label now when it's essentially no different from what they were doing before, during, and after the Soviet Union days is nothing more than political posturing.

I'm conflicted. I have family both in Russia and Ukraine. Putin is evil and is brainwashing everywhere in Russia. I don't know the answer to this.

Don't know we'll about war law and agreement. I thought that is like game of war. If government claims all citizens are soldiers. I think that is normal under logic but like Taiwan want to do that and claim those who want to unite the government does not respect them as nazi and that mean democracy is shit to fuck up.
