Non-violent weed offenses. Not all the drugs, just weed.
Next up would be creating compromise in the bipartisan, neither Liberal or Conservative would fully get their way, at all. My administration would have aims of tolerance without worship, equality would be equality, period. Gay marriage legal? Sure. 50 different pronouns being recognized? No. A council of doctors with CONFIRMED differing political affiliations would be formed, maybe a total of 12, 6 being right wing, 6 being left. When I present to them an issue, they need to create a few solutions and vote. Ties would broken by an standby list that alternates between democrat and republican doctors.
Police would be redistributed funding. Defunding the police is moronic. There needs to be better funding for superior training. Focus areas would be the rapid identification of items. This protects the officer, to identify a gun more quickly, giving him the confidence to respond accordingly faster. This will ALSO aim to heighten the accountability of police shooting unarmed people.
Mixed socialism and capitalism. Socialism to survive, capitalism to thrive. I don’t want you legitimately starving to death and not being able to afford medication and heat. But it’s bullshit if you think you’ll live a more luxurious life than people actually working.
Prison reform: Funding towards prisons for more rehabilitative programs. I do not mean more lenient prison sentences. I mean more adequate preparation to give offenders the tools to enter society with a better chance for not reoffending.

I'm tempted to say "Snowden", but his book suggests he doesn't WANT a pardon, so much as to be tried openly, without the restriction on admission of evidence deemed "of state security" (or something like that). I'm not sure how he feels now, with a kid on the way and having built something of a life in Russia; I'd probably call and ask him first (I'm pretty sure the President could get in touch with him if they wanted). Assange is high up on the list, too, but I think my actual first- purely for pragmatism's sake- would be the 138 Mennonites brutalized (and in some cases, outright martyred) for refusing to accept battle thralldom during WW1. SOMEONE needs to enforce the thirteenth amendment, and if Congress won't...
I probably wouldn’t pardon anyone. I’m not really a fan of people escaping the consequences of their actions. I’d have to be absolutely convinced of their innocence.

If I was a POTUS I would want to study the situation out with each person that's in prison. There was definitely a reason why each person was placed in prison. Some of them can be political and some of them criminal. Yes the United States has political prisoners government will deny it.

because that would mean that I sold my soul and integrity in the first place... to become POTUS I would try my best to have a smarter population. Invest into education somehow.
