+1 yI say no because there is no way to vet that someone is not being trafficked. When my friend was trafficked, she was taken to a place worse than a Russian prison and tortured and conditioned to appear consensual to anyone.
The men buying her had no idea, anyone interviewing her would have no idea.
She was a prisoner in hotel rooms where her handlers would go online pretending to be her and give out room information where she had to answer the door and then perform.
This went on for years, and even after she was rescued she still wanted to go back. People do not understand what mental conditioning can do to someone.
The cartel does and it is estimated the currently 1 out of 3 people doing prostitution now (illegally) is being trafficked.
Legalizing it would only allow the cartel to condition even more women/girls and get them legalized.
They realized about ten years ago they can make just as much or money in sex trafficking as they can with drug trafficking. It isn't always kidnapping, it can be manipulation and blackmail too as a way to get started but they aren't stupid they don't want their investments running away.
The US government estimates that between 15,000 to 50,000 women and children are forced into sexual slavery in the United States every year, and the total number varies wildly as it is very difficult to research.
That means there could be hundreds of thousands of victims already and legalizing it would make the cartel the biggest pimp of them ever.
Does anyone really want to have sex with someone that doesn't really want to be doing it? Paying for sex means there is a 33% chance you will be at this time.
I know most John's just want some and probably won't gaf, they'll think its too bad but I really want some... and I'll take that chance and not my problem that she got into that situation somehow, not his concern.
Minorities are often the #1 victim's of this, especially Native American's they are 10 times more likely to be trafficked. As tribal reservations are vast and often without cell phone service it is well known gang members stake out and kidnap teen girls to put them into trafficking or women.
Since there is no way to know that someone is being trafficked or not, because they are conditioned so well, I say no. It should not be legalized until someone invents a brain scanner to know for sure.

That means in theory legalizing it would mean that 50% nationwide would be under their control where as outside of Nevada it is estimated to be 1/3rd.

Plus if someone is taken from the reservation, it leaves their jurisdiction and that is the end of it. Even when crime happens on tribal lands, if the person committing it is not a member there is questions on who has authority to handle the investigation, the FBI, local Sheriff/police or tribal police and can take a few days to figure out who handles it.

A girl on a corner might be fairly obvious but unless there is an exchange like handjobs are $10, blowjobs are $20 and full sex is $50 then an undercover police have nothing. They can't ask how much is a blowjob because that is enticement.
With the internet it is even harder because girls can offer their services more discretely. I'd be highly surprised if dating apps weren't used for it. Pretty easy as the majority of guys on it are looking for sex but not successfully. "You can just give me what you would spend taking me to dinner and be sure of getting a result". I have no idea of what prices are in practice and was plucking numbers out of the ether.
There is quite a bit of street prostitution local to me. A guy I know pulled to kerb to check on where he was going and a girl opened his car door and said she needed $10 more for drugs and she would do a blowjob for that as she was desperate. He thought it very funny.
More my point is that for an arrest, either the girl has to offer some sexual service and give a price or a man has to ask for a sexual service at a price (where the street prostitute is in fact a police girl). The amount of $'s aren't important in this - one cent is enough.
Even more to the point it is not easy to achieve this sting. If a plain clothes policeman cruises up and asks how much, or a police girl offers to do it for $x then it is enticement/entrapment. No conviction will result. In other words it is pretty stupid to have laws that cannot be realistically enforced.
So society might say stamp out street prostitution but it is extremely difficult for police to do so in practice.
Who cares if there is paid sex? It is the underworld around it that is the problem. Violent pimps , drugs, violent clients. The underworld exists around prostitution because it is illegal.

It would open up legal questions, for the courts and law makers to figure out as the John isn't the one threatening them.
