not offering to pay benefits when you have an illegitimate child would be the cheapest and would discourage "bad births". The argument that birth control is cheaper is a slippery slope. Loads of things would be cheaper if we give the irresponsible more and more things for free, but eventually the negative changes in their behavior due to the "new rules" would prove very costly. If we give free birth control, how much more promiscuous will they become and how many more Std's will they get that now the taxpayer will be asked to pay for the consequences? how much more Sexually "loose" will the culture become and what will happen to the marriage rate. More single mothers means more inequality and more welfare, etc.
Free birth control by a long shot. Unintended pregnancies are more prevalent among the poor. The state level abortion bans that are popping up are going to grow the welfare safety net even more. Birth control pills are cheap. Just providing them for free to the poor and uninsured would save the taxpayers a lot in the long run.

Take away the welfare and people regulate their own behavior. That would be the most cost effective action. Reproduction of poor babies is artificially stimulated through social programs. Kids cost money. Social programs and minimum wages also promote non participation as a productive member of the economy.

Waiting until marriage to have sex and people being more mature and discerning about their future marriage partner.
The Democrats are doing their work-around on that one. Make as many children into transgender people as they can. There by spaying and neutering them. No birth control needed. Problem solved!
