school shootings don't happen often enough to consider it a risk that automatically warrants any benefits. but it should certainly be an option and the school should match the payment or reduce it to be manageable. but why do you need to give the insurance companies more money for stuff that will happen but they'll never pay out? why?

Yes. I admit I don't under USA law but in the uk that would force employers to implement H&S procedures to prevent it happening. That way legal action could be taken against both the child and the school. I would argue there's a case for corporate manslaughter if sufficient safeguards aren't in place.

Only Americans would think this stat is acceptable.

It actually will result in a worker's comp action of rather monumental proportions since the comp carrier will have liability, which is good - they have deep pockets. There are otehr potntial defendants beside the school district too.
