Years ago in Canada - Ontario - a politician Mike Harris wanted to make it mandatory that people on welfare be tested for illegal drug use. Receive treatment for addiction & alcoholism. Receive trades and educational training.
Essentially he wanted to get them off of welfare which was designed as a TEMPORARY assistance NOT to live on or live off of --- as many people will do, having families or even generations (grandparents, parents, kids) on welfare.
He was laughed at for infringing on these people's "rights".
However, personally, this excuse is questionable as statistically addicts, alcholics, people on welfare are prone to criminal activity, etc. and so their continued unnecessary useage of welfare and in their addicted situations are infringing on the rights of society as a whole.
