There probably is some kind of sound ordinance that prohibits vehicles from emitting a certain number of decibels. It could be a car with a loud exhaust or it could be a loud music system.

I think that's probably illegal in most states, as it's a form of disturbing the peace. Sometimes very loud music is even considered violence.
